The First Three Things

If I became the Prime minister of India, The first three things I will do are,
Computerizing the land and population data;
Reducing the wages of PR's and Restructuring the administrative system(as discussed earlier);
Publishing the the income and expenditure of government;

The Adminstrative System-2

All the payments to the Govt employees are paid through Pay cards. They can use this cards to buy any thing.The upper limit will depend upon their rank. They cannot with draw cash more than a prescribed limit.An employee or his family members can not open any other bank account.(This to make monitoring easy.They can earn and spend legally but illegal financial transactions will checked to a great extent)
Every employee will be given his powers and responsibilities chart at the time of appointment.He will be given a fair share if he contributes to the income of Nation beyond his duties. He will be punished for the loss due to his negligence or inefficiency.
If an employee is caught in corruption, he will be sent to Jail, his whole property along with that of his family members will be merged in to Govt property. His family members will only be given social security pensions which are merely sufficient for a living.

The Administrative System

The big demerit of present India is its administrative system.No one knows the exact number of departments, their hierarchy of employees at various levels of government. Their pay scales, departmental expenditure, duties and responsibilities and area of are not defined at all. It is a pity that we have no agreement between a employee of a government and the government itself. This is causing so much waste of money, Time and energy. Transparency and efficiency can not be achieved without changing the structure .
My proposals are:
1)A Defined Order from Top to bottom: The President of India is the Top Most Employee of the Country. He is responsible only to the Constitution.His Rank is 1.
The Prime Minister, The Chief Justice of India, The Comptroller and Auditor general , The Chiefs of Army, Navy and Air Force, The Chief Election Commissioner are the Second Rank Employees.
The Cabinet Rank ministers in Union Cabinet, Chief ministers of different States, Chief Justices of different High Courts and such other employees will be in the next stage. Like that all the employees of Government(all the people who get salaries from government) are adjusted in the structure at some level. The total levels must not increase 25.
The salaries and privileges etc are defined for a particular rank and are uniform for all departments.(To be continued...,)

Formation of Government

Of course it is a point to be discussed.But I hope it will have less importance in the new system. A party or a group of parties which have a pre-poll agreement can form a government if they secure 75% of seats. If no one gets that much seats they have to share the time period in the respective ratio.

Merits and Demerits of the proposed System

Merits and Demerits of the proposed system:
Merits
1.Candidates with more positive votes will be elected.
2.Candidates need not depend upon parties if they have good grip on their voters.
3. This is also true in case of Parties, They can make some useful geniuses as People's representatives without sending them in masses.
4. In present system all the votes polled for a party in losing constituency are wasted. but in new system no vote is wasted and a candidate who gets more votes will have more value in his party.
5. A minor percentage of vote (positive Or negative) could not effect the results, so all parties and candidates must search for the ways to make majority happy.
6. With all these benefits polling and counting are as easy as old system.
Demerits:
1. Party candidates will have to be assigned to a constituency by their party. This may cause some problems such as ;
a) a candidate completely new to the constituency may be assigned there.
b)a candidate who is rejected by the same constituency may be assigned there.
c)fighting between parties as well as candidates may occur for a particular constituency.
(All these problems occur only if the voters of a particular constituency have a divided opinion about their candidates. Any how I believe the demerits or problems can be solved on a detailed discussion).

The Ideal Election System-3

From Contesting Candidates to Elected Representatives:In present system even one vote majority can give a win in an election.
The main ill effects are:-
*candidates rejected by majority of voters are being elected in more than 95% of cases.
*a few thousand votes can win a parliament votes, where as one or two families can decide the fate of a village.
This is the root cause of the illegal contact between politicians and illegal elements. Money and might are being major factors in an election and psychological weaknesses such as cast, religion playing a considerable roll. In fact no politician can overlook these factors if he wants to win.
The new system must cover these loopholes. In the previous posts we discussed about the way of elimination of fake votes and assuring 90% polling.Now coming to counting and results.
The balanced system:
The Role of parties and proportion system: The parties must announce their list of candidates according to reservations. The candidates must be given preferential ranks by the chief of the party.
Two Basic rules for winning an election:
A valid election:
An election is considered as valid only if more than 75% existing votes are polled (This % can increased at different levels, for example 95% will be good at village level).

Winning Candidate: A Candidate who gets more 50% of valid polled votes which must be not less than 45% of total polled votes and must not be less than 40% of total existing votes will automatically gets elected. This rule surpasses any other rule in this section.

Party candidate:
Every valid vote polled is taken into consideration and total votes polled for a party are summed. The seats for the election are divided among political parties according the ratio of their respective votes. The candidates who won on their own strength(By the first rule)
are subtracted from that number. The others are selected from the party's preferential lists.

The Ideal Election System-2

Computerized Voting system: All voter lists must be computerized. Voter's identification is based on Iris Or thumb impression. The electronic voting machine accepts the vote after person's identity is verified with its interior data.
An autonomous Election department takes care of all election. unlike present system it is a full time department with full time employees. The enrollment of votes, preparation of voter lists and conducting elections every year(at different levels) are the primary duties of the department.
Simultaneously it takes care of population statistics. Enrollment of births and deaths, Issue of such certificates will be done by the same department. The Chief Election Commissioner enjoys independent status and is only responsible to the Supreme Court, the Parliament and the President.
Free Polling: Adequate number of electronic voting machines (suppose 1 per every 1000 voters) are provided. They are made such that their data is encrypted and transmitted to a central computer at the constituency head quarter after every vote is polled. Such machines are placed at different central places of a village for 2 to 3days. voter can vote at his convenient time in those days. There will be no holiday on the date of polling. Voting will be considered as a duty but not as a right. If any voter does not poll his vote for three consecutive years he will
loss some privileges provided by the government.
